TunnelSC allows you to set up TCP connection to any Internet host from behind firewall using external proxying server (TunnelSVR). All you need - just port 443 (HTTPS) allowed! It supports both HTTP proxies (with HTTPS proxying) and direct connection (with 443 (HTTPS) allowed on firewall).
