fix effects tool not working some memory error trapping (not sure how this can occur, unless due to corrupted file reading). more resilience when reading non-Seashore XCF files

The plugins were being compiled for 10.14 which caused problems on older macs. If you install this version you will no longer be notified of updated releases. You should download the version available from the App Store. The DMGs are provided for local testing only.

This release has been submitted to the app store. It fixed a bug with undo if the "legacy disk cache" is enabled in preferences.
